Eebit Twins was an easy card to design, but initial playtesting showed that it was overpowered, hence the once per turn restriction.  The art is by Holmberg, and one suspects that it is done for the Second Order series of cards.  Since there is no news about Second Order yet, the art was co-opted for Eebit Twins.
