This is another card designed by Lugan, and like most of the Core cards in this expansion, it deals with limiting energy, this time by reducing a magi's energize rate.  During playtest, it was found to be too excessive, so the second effect was added to water down this card by a lot, but this card is still viable, if one could roll six all the time...
